Tagbilaran City Government gives hazard pay to employees
All-inclusive, this is what the City Government is aiming for in its assistance program during this COVID-19 pandemic. Thus, aside from the relief assistance given to it constituents, City Mayor John Geesnell “BABA” Yap also took into consideration the welfare of the City Government personnel. Mayor Yap with the support of the 14th Sangguniang Panlungsod will give hazard pay to all its workers. This is based from the Administrative Order #26 issued by Pres. Duterte and Civil Service Resolution No. 2000540, it outlined that employees assigned as skeleton workforce shall be entitled to Hazard Pay on top of the Compensatory Time-Off or Overtime Pay as well as other applicable allowances, subject to accounting rules and regulations. From regular to job order employees, all personnel in the City Government who reported for duty during the Enhanced Community Quarantine (ECQ) are entitled to a hazard pay. City Mayor John Geesnell “BABA” Yap and the 14th Sangguniang Panlungsod valued the remuneration to the employees to compensate the risks that the City Hall personnel have given, “These personnel have reported for work to make sure that services are given effectively to the public amidst the pandemic”, Mayor Yap said.
The City Government of Tagbilaran adopted an alternative work arrangement to limit the movement and transaction within the City Government. Foremost, this is the recommended method to protect both the employees and clients from getting infected of COVID-19. The Work from Home is for those employees who are below 21 years old and those who are 60 years old and above, as well as those with immunodeficiency, comorbidities, or other health risk, and those pregnant women, including those who reside with the aforementioned, and are residing in areas under GCQ, shall be under Work from Home Arrangement, except when their work are indispensable under the circumstances or when office work is permitted. The Skeletal Workforce is a work set-up which divides the employees to man its respective offices, the entire workforce of a certain department is spread into the entire work week. The Four-Day Compressed Work Week maybe observed from Monday to Thursday, Tuesday to Friday or any combination of the four workdays to ensure that there are employees reporting for the whole work week. The Staggered Working Hours is a set-up wherein the LGU shall strategize the adoption of the staggered working hours of employees to limit the number of officials and employees at any given time. The agency head shall ensure that the employees remain flexible in making themselves available for work duties outside of core hours if required. These alternative work arrangements are designed to ensure the delivery of public services despite the limitations imposed by the COVID-19 pandemic.
